Consumer Rights

Practical steps to help you make informed purchases and raise concerns about goods, prices, or measurements at a market.

Know what you are buying

Ask for clear prices, check the quantity and condition of goods, and keep proof of purchase when available. These are practical consumer safeguards; legal rights and complaint procedures depend on applicable law and the responsible authority.

Core Consumer Rights in Sindh

Right to Safety

The Act addresses liability for defective products. Check a product's condition, follow safety instructions, and stop using it if it appears unsafe. Keep the item and its packaging as evidence where safe to do so.

Right to Information

Check the displayed price and product label. Section 19 requires a purchase receipt with sale date, product description, batch, printed retail price, manufacture and expiry dates, quantity, price, and seller details.

Return, Replacement & Refund

Section 20 requires the seller's return and refund policy to be clearly disclosed before purchase. The Act does not make every 'no refund' sign automatically unlawful; a Consumer Court may order replacement or refund in a successful claim.

Right to Redressal

You may bring a claim before the Consumer Court under the Act. Section 32 allows orders including repair, replacement, refund, compensation for loss, and actual legal costs, depending on the case.

Sindh Consumer Protection Act, 2014 & Rules, 2017

This supplied copy includes the 2017 Rules and amendment up to Sindh Act XXIX of 2023. The guidance below refers to sections 28 and 32 in this copy.

Step-by-step complaint process

  1. Send written notice to the manufacturer or service provider describing the defect or violation and asking for a remedy. Keep a copy and proof that it was delivered.
  2. Section 28 gives the manufacturer or service provider 15 days to reply. A Consumer Court claim requires notice and proof of delivery, with no response.
  3. Section 28 sets a 30-day filing period from the cause of action, not from the notice date. The Court may permit late filing for sufficient cause within the Act's limits. Confirm the deadline and forum with a lawyer promptly.
  4. Keep your receipt or invoice, the product and packaging if safe, warranty, written notice, delivery proof, seller replies, and any photos or other relevant records.

This is general information, not legal advice. The supplied Act may not reflect later amendments or current court rules. Read the Act and confirm the current law, limitation period, jurisdiction, and procedure with a qualified lawyer or the relevant authority.

Common questions

Is every “No Refund, No Exchange” sign illegal?

Section 20 requires a seller to disclose the return and refund policy clearly before the transaction. It does not say that every no-refund policy is automatically illegal. A court may order a refund or replacement in a claim proved under the Act.

Can I complain if I do not have a receipt?

Section 19 requires a trader to issue a receipt. Keep any other evidence you have and ask a qualified lawyer whether it is enough for your case; the outcome depends on the evidence and applicable procedure.
